In 1851 San Francisco's only prison, a derelict ship at the foot of Broadway, suffered from overcrowding. The Governor ordered a new prison to build at Point San Quentin using prison labor. By 1852 it became apparent the rock enclosure on the point was insufficient to house the growing population created by the evolving justice system of the new state.
