[SOCIAL WELFARE ] [AMERCAN LAW] [MANUSCRIPT] 38 x 24 cm. Norfolk, Virginia. 1807. 2 pgs. An interesting manuscript for an Ordinance "making appropriations for the support of the Poor, of the Watch and for the improvement and repairs of the Streets of this Borough for the year 1807."
The manuscript is interesting in the context of early American efforts to help the poor. In the late 18th ce...ntury, local Colonial governments just began to appoint overseers rather than churches to support poverty-stricken citizens with donated funds or to house them in facilities built for that purpose. The Norfolk poorhouse was an early ongoing example of those efforts. It would take a while for the efforts to show anything more than than the mid 19th century indifference to the poor depicted in the “A Christmas Carol". Some wear, some creasing at folds. Generally , very good and may be returned for nay reason. Provenance: The document is signed by William Pennock, President. Captain Pennock "was a citizen of Norfolk who carried on a rather extensive business as a shipping agent. " He likely knew the famed Commodore Stephen Decatur as this paper descended among others in his family from whom they were originally purchased.
