This recreated cel set-up is from Sequence 6, Scene 53 of The Hunchba...ck of Notre Dame. As part of her performance for the festival of fools, Esmeralda playfully teases Judge Claude Frollo with her scarf. This intentional display of irreverence for his position will have the unintended effect of igniting all of Paris in the flames of his quest to possess her.
