This is an ultra rare blisterpack (notice the card is unpunched for hanging on the shelf) which I have been told was mainly sold in the Canadian market. I have owned loose versions of this rare model in the past but have never seen this particular model with regular wheels in a blisterpack before, let alone a Canadian blisterpack. This has been in my collection for over 20 years and I am deciding to depart with it to concentrate on another hobby.
