Looks like its been in that frame since day one. The signature reads the the captains and officers of the USS Dupont with the appreciation of Herbert Hoover. You can see the bleeding and different pressure through out the signature and dedication. Overall size of the frame is 15 x 12.25. I seen this photo before signed with different dedications. Must have been his stock go to piece. The piece was framed at lanneau's art store 238 king street charleston sc... where they also kodak and supplies. I just looked at the nails on the back they are nice and dark from age. Never looked touched. Nice period easel back made out of brass tubing.
