This is a vintage pump from the John Blue Co and it is a vapor transfer pump. It came from a local closed down hardware store that had been around for decades and it either looks like it was never used or it may have been reconditioned and it is in very nice condition. I really don't have a way to fully test it and the side valve opens and closes smoothly when you turn it and it is sold as is. It is nice and clean with some spots of paint flaking on it and I show a number of photos. It... measures 21" in length and is 10" wide at the back. It will be packed well and shipped right out.
