Hard to see but I believe the serial number is 82967 which would put the manufacture date after 1890 and before 1910.
It has been used, and a long time ago the face was welded on one side. It was some type of hardfaceing rod because it's hard enough a file won't bite into it.I tested the rebound with a ½" ball bearing and it seemed to be over 90%.
The face is within about 1/16"-3/32" of flat, end to end. (See ...picture 6)
It has an high clear ring when struck.
I intended to keep it so I buffed some of the rust and all the old paint off it, smoothed some burrs on the horn and polished up the face. I didn't remove material from the face other than rust and a bit of the old weld to square the one edge.
