Unknown maker. This interesting little tool has a small 1 1/4" hatchet face with a nearly 2" long trench spike on the back end. May have been a miniature fire axe or throwing axe. Head is 5" long end to end. The oval shaped handle hole is 5/8" x 3/8". Nice shape overall with some light pitting on one side only. Pictures say it all! Weighs in at 3oz.
